Does a redesign actually improve results

I've been thinking about giving my site a bit of a refresh with a web design Bristol provider, but I'm still not sure if a new look really makes a difference in engagement or if it's mostly down to the content and the way things are arranged, regardless of who does the build. It feels like pretty much every web design Bristol portfolio shows tidy visuals and up to date layouts, but they almost never really unpack how those little tweaks actually shift what people do, or how it changes conversions . I'm also wondering if people who had a redesign actually saw visitors act different, like more scrolling, more clicks, more inquiries, or if it mostly stayed a surface level upgrade.  
If anyone has honest experiences with web design Bristol projects and what the real results were afterwards , that would be genuinely helpful to hear.
