I had the same problem on January 7 when I received 3 gifts and decided to send them to my friend. As it turned out, he didn't receive anything either.
How does it work? Where should these gifts appear?
Go to the Noria map on server 01, next to the Chaos Machine, and look for the NPC called "Arena Guard".
