For Passport Mission 5, I clicked to skip the mission, but my MP was deducted without completing the mission. I am also unable to claim the reward.

You need to switch servers and click on the NPC until you find the server where you used the skipquest. If you used the skipquest in Event Square, you will need to redeem it in Event Square.

Whenever you skip or do a quest, you need to redeem it before changing servers.
