can not up +10 - > 15 if dont have talisman

Is there anyone who can level up to +10 without needing a talisman?
any announcement or update regarding item crafting, like if a talisman is now required? Or is it a bug, or is it an issue with my PC?

An update has been released, and now the talisman is a required ingredient for enhancing items to +10.
