if you have 7 itens + 10k hp(70k hp) and base VIT 25 points then the max hp+10% will be useless, now, if you have VIT build thats where the 10% shines.

max hp+10% is based on vit points only, not on char total hp

Fazendo assim o 10% irrelevante, só presta se por pontos em VIT

Pois são 7 partes (set 5) + (2 rings) e isso já da os 70

Tanto que se você montar um set full hp (10k + hp 10%) sem por um ponto em VIT vai pegar em torno de 70k e quebradinhos de HP

Que eu saiba o 10% hp é em cima do hp base ganhos com pontos de vit. Esses 10k de itens hp não entra na soma.
