I know, i already tried that, what worked for me was to upgrade the chaos weapon to +7, anyway what im trying to say is that why not just show the real rate?

Its wrong, i tried three times to craft wings lvl 1 with maximum rates 85% and failed, meh

Try using the Chaos +4 weapon with +16 additional life; I believe your luck will increase, I've always done it that way.

I always use +16 life in my creations, for the Chaos weapon at level 1, and for the level 2 wing I also put +16 on the wing.
