For the item quest, do I only need exellent +15 items or will normal ones work? Will it make a difference?

No difference. Both excellent and normal items give the same bonus

As Clive said, it doesn't matter if it's an excellent or white item, it just needs to be +15 to get the maximum bonus from the quest item.
