I just finished Level 23 of the Golden Battle Pass, and the next levels are blocked. Any help?

That's because it hasn't been unlocked yet. A new pass quest unlocks every day, until the event reaches 30 days. Here on the forum, there's a thread about the event and a table with the days. Take a look and see what the next event reward is, then wait for the day to unlock and complete the quest.
