I JUST GOT RESET 191 AND LEVEL 1..BUT WHY CAN'T I LEVEL UP NOW PLEASE HELP

Same. Got 191rr and can't level up beyond level 1. Tried everything and am stuck...
EDIT: I was trying to level in a 190rr. Solved by going to any other non 190 server.
