Talk to Chaos Goblin in Noria and select the Regular Combination option.
For the Feather of Condor combination you need:
01 Jewel Chaos
10 Jewel of Soul
01 Jewel of Creation
01 Wings lvl2 +9 +4 (or x% hp recovery)
01 Ancient item + 7 + 4 (or better)
For the final combination you need:
01 Jewel of Chaos
01 Jewel of Creation
10 Jewel of Bless
10 Jewel of Soul
01 Excellent item + 9 + 4 (or better)
01 Feather of Condor - (Combination)
01 Flame of Condor - Drop in Barraks (Place of the lvl 3 quest)
